This is Rox of the Royal Bloods gang. The gang hunt and kill the rich and powerful and eat them afterwards. They believe that dressing in their victims' fine clothes and consuming them brings them closer to being royalty themselves. New members are initiated once they have made their first kill and then turned their first victim's skull into a mask that is to be worn on hunts.
